Mr. John Garcia - Test and Training Range Instrumentation System Expert
Mr. Garcia has forty-one years of program management, business development and business area management experience in the Test and Training Range Instrumentation Systems business area, the last twenty-six years (1987-2013) with Science Applications International Corporation (SAIC) in San Diego and the previous fourteen years (1972 – 1986) with the Range Systems Business Area of General Dynamics Electronics Division (GDE) in San Diego.
Mr. Gacia’s most recent position was 2009 to 2013: Vice-President, Business Development for Live Test and Training Systems, responsible for the strategy, bid opportunity definitions, marketing, teaming, proposals, and other business development activities for Army Live Test and Training Range Instrumentation Systems, both domestically and internationally.
Mr. Garcia holds a B.S.E.E and M.S.E.E from the University of Florida.
Dr. Cliff Zou – Associate Professor and Program Coordinator of Master Degree in Digital Forensics Data Systems Group
Dr. Zou is an Associate Professor at the University of Central Florida. His research interests include computer and network security, computer networking, and network modeling and performance evaluation. Dr. Zou teaches undergraduate, graduate and post-graduate students on topics related to cyber operation and security. Dr. Zou has multiple sources of funding for his research, and he has published book chapters, technical reports, has published in journals, conferences and workshops, and has other publications. Some of Dr. Zou’s publications to be noted include: “Risk Management Framework (RMF) Transition Impacts in Training Simulation Systems,” and “Cybersecurity Impacts of a Cloud Computing Architecture in Live Training.” One of the many accomplishments that Dr. Zou holds is a patent for “Adaptive Defense Against Various Network Attacks.” Dr. Zou is a trusted advisor for Athena-Tek in the Cybersecurity and RMF sectors.
Dr. Zou holds a B.S. and M.S. from the University of Science & Technology of China (USTC), and a Ph.D. on Electrical & Computer Engineering from the University of Massachusetts, Amherst.
Mr. Michael C. Scallan, P.E., NSPE, System Engineering / Engineering Management
Mr. Scallan has more than 35 years of Technical/Engineering Management, Systems Engineering Management, and Engineering Design experience in the Department of Defense (DOD) and commercial environments. Mr. Scallan has extensive experience with National Airspace System (NAS) Air/Ground, and interfacility communications utilizing commercial networks, power distribution systems for large database server systems, RF based fire control systems, radar guidance systems, satellite link communication, IP network design, system performance verification/validation, and operations analysis.
Mr. Scallan held senior level positions at large companies, such as Lockheed Martin and Harris Corporation. Mr. Scallan holds a B.S.E.E. from the University of Texas at Arlington; he is a Registered Professional Engineer, and a Member of the National Society of Professional Engineers at the Texas Society of Professional Engineers.
Ms. Elizabeth Graddy – Legal Counsel
Ms. Graddy has over 20 years of legal experience. The last 3 years, litigating in her own practice, Graddy Law, LLC. While practicing law, Ms. Graddy also works as an adjunct, teaching graduate-level writing courses at Savanah College of Art and Design. Ms. Graddy’s legal experience includes working for prestigious law firms such as Seyfarth Shaw LLP, Duane Morris, Sutton & Associates, among others. Ms. Graddy’s areas of focus have been Complex Litigation, Construction Litigation, Commercial Litigation, and Banking and Lending Litigation. Ms. Graddy is a trusted advisor for Athena-Tek in the legal sector.
Ms. Graddy holds a Bachelor of Arts in Journalism and Political Science from the University of Georgia, a Master of Fine Arts from the University of Southern California, and a Juris Doctorate from New York University School of Law.
